浅谈当前影响农村稳定的主要因素与对策

分析了当前影响农村稳定的主要因素 ,阐述了解决好当前农村稳定问题的对策 :( 1)改革乡镇管理体制 ,加强乡镇机关行政效能建设 ,创造干部为群众服务避免矛盾发生的条件 ;( 2 )处理好“予”与“取”的关系 ,发展生产力 ;( 3)坚持“物质和精神的统一” ,化解矛盾教育农民 ;( 4 )加强思想作风教育 ,提高基层干部素质 ;( 5)依法治村 ,加强基层民主建设 ,用制度规范干部群众行使权利和履行义务的行为

Major factors affecting rural stability and their countermeasures at present

Major factors affecting rural stability at present are analyzed and their countermeasures are proposed as follows. (1) Village and town managerial system should be reformed, administrative efficacy construction of village and town governments should be enforced, and conditions for cadres to serve the masses and preventing contradictions from breaking out should be created. (2) The relationship between offering and taking should be handled correctly to develop productive forces. (3) Integrating spirit with matter should be insisted on to solve contradictions and educate farmers. (4) Local cadres′ quality should be enhanced by strengthening education of ideology, work style and life style. (5) Villages should be administered according to law and construction of local democracy should be enforced, and the behaviour of cadres and the masses to exercise their rights and do their duties should be ruled by the system.
