| 摘 要： | 人大重大事项决定权与人大的决定权存在着紧密联系。重大事项决定权是宪法及其地方组织法赋予人大及其常委会的法定专属权利,而且首先是一种实体性权力;决定权既是实体性权力,也是程序性权力,重大事项决定权要借助决定权得以实施。

| Abstract: | There is a close connection between the NPC decision power of grand proceedings and the NPC power of decision-making.The former refers to the specialized legal power conferred on National People's Congress and its Standing Committees by the Constitution and local institutional law.The NPC decision power of grand proceedings is first of all an substative power;while the NPC decision-making power is both an substative and a procedural power.The exercise of the NPC decision power of grand proceedings depends on the practice of the NPC decision-making power. |
