| 摘 要： | 本文根据创新型科技人才竞争力评价指标体系,从人才投入、人才产出和环境建设三个方面对河北创新型科技人才竞争力的现状及问题作了实证研究,提出了提高政策的影响性与广泛性,营造良好的创新环境和氛围;提高政策的针对性与整合性,向科技管理要效益;提高政策的创造性和可操作性,落实企业的创新主体地位;提高政策的系统性和科学性,吸引和留住创新人才;提高政策的引导性和长效型,培育求真务实的创新精神等增强河北省创新型科技人才竞争力的建议.
