科学发展观的第一要义是发展，中国解决一切问题的关键都要靠发展。腐败滋生是现代化进程中的必然现象，发展与反腐并存。贯彻实践科学发展观，必须把握发展是第一要务，必须科学防腐促进发展。要适应新形势新任务和新的发展要求，进一步解放思想，把反腐倡廉融入到决策过程、行政过程之中；做到事事有监督，层层有落实；以人为本，惩防并举，推进反腐倡廉体制机制创新。

To Improve Anti-corruption and the Building of a Clean Government in Scientific Development

Development is the first point in scientific outlook on development because it holds the key to all problems in China. Corruption is an inevitable phenomenon in modernization, so development always coexists with anti-corruption. To put into effect scientific outlook on development, we must give priority to development and prevent corruption in a scientific way that can also promote development. To meet the needs of new tasks and new conditions for development in the new sit ation, we should further emancipate our mind, integrate anti-corruption and new-government building with decision- and policy-making;we should also make sure that whatever we do is under supervision and must be carried out;we should then put people first, consider punishment as important as prevention, and improve the mechanic innovation of the system for anti-corruption and clean-government building.
