| 摘 要： | 统筹区域发展是国家在"十一五"期间实施的五个统筹之一。中国主张的管辖海域有约300万平方公里;中国管辖海域内面积超过500平方米的海岛有7000多个,其中包括海南岛以及香港、澳门、台湾岛,每年创造的国内生产总值相当于大陆国内生产总值的一半。在我国海洋经济发展迅速的今天,中国的台湾问题、海洋安全和海外利益问题,是新世纪人们高度关注的大问题。从国家宏观经济的角度规划海洋,并促进不同经济区域首先在观念上建立一体化联系,既是当前实现两岸三地经济互补、加速两岸统一进程的需要,同时也对优化大经济区域内的产业结构,提升中国在亚太地区和世界经济中的竞争力有着深远的意义。
