论我国少数民族地区新农村建设中的金融支持

金融对新农村建设支持乏力,已经成为我国少数民族地区农村经济发展的瓶颈和该地区社会主义新农村建设的掣肘因素。通过对少数民族地区农村经济的特点和其金融发展的现实困境的分析,结合少数民族农村地区的实际,提出坚持农村信用社的支农地位,创新农村信用社的多种服务形式,重视非生产性资金需求的支持,充分发挥少数民族地区农村金融主力军作用;促进制度创新,增强金融对少数民族地区社会主义新农村建设的服务功能;建立资金回流农村的长效机制,改善少数民族地区农村金融资金供求关系;规范和保护民间借贷等对策。

Financial Support for the Construction of a New Countryside in Minority Populated Areas

The scant financial support for the construction of a new countryside has become a bottleneck for the economic development in minority populated areas.In respect to the characteristics of economic development in minority populated areas,the plight of financial support and the current situations therein,the author puts forward the following measures.We should encourage rural credit unions to provide financial support,innovate the forms of service,encourage financial support from non-productive funds and give full play to rural capitals.Besides,we should make institutional innovations to further enhance the service function of finance,formulate a long-term mechanism to draw back capital into the rural areas,and improve the demand-and-supply relation of financial funds.Moreover,we should regulate and protect legible lending and loaning activities among the people.
