An Interpretation of the Phenomenon of PPPs in Basic Education

There arc many obstacles to the provision of universal primary and secondary education in the world. The failure of state schools to provide adequate schooling and the variation in the quality of education provided by non-state providers have become growing concerns. Thus, educational partnerships between the public and private sectors have been regarded as a way to solve the problem, although there has been considerable debate about the economic and political implications of these public private partnerships （PPPs）. The Hirschmanian concepts of ＇exit＇ and ＇voice＇ can be used to define the economic and political dimensions of PPP models of provision. Such a conceptualization permits the examination of how the role of the market and community affect the access to and quality of education.
