| 摘 要： | 文章从晚清满汉关系的大背景着手,认为新疆建省时期,正值满汉博弈的关键时期,新(新疆)、伊(伊犁、塔城地区)分治局面的形成,是满汉官僚调和矛盾、互相妥协的产物;新、伊分治造成了巡抚、将军的并立局面,两大不容,权力掣肘,事实上削弱了新疆的防务体系和行政的统一性,是新省体制中的不和谐音符。
