| 摘 要： | 加入WTO后各成员国都要主动减免关税 ,而衡量关税对产品的保护率有二 :其一关税的名义保护率 ;其二有效保护率。而要提高关税有效保护率 ,就必须优化关税结构 ,而关税结构的设计应同时考虑产品加工层次和产业竞争优势两个方面 ,同时 ,关税结构要随产业结构的动态调整水平相应变动 ,其制定要体现前瞻性。

| Abstract: | All WTO members should reduce tariff. The tariff protection rate can be measured by the two parameters: nominal protection rate and effective protection rate. In order to improve the effective protection, we should optimize the tariff structure. When designing it, we need to take products processing and our advantages in industrial competition into consideration. Meanwhile, the tariff structure should be designed with vision because it is changeable in accordance with the adjustment of the structure. |
