我国大豆产业安全状况分析及对策

我国大豆自给率低于40％，大豆价格波动剧烈，尤其是受到进口大豆的影响，农民收入的安全性受到威胁，国内大豆加工企业损失严重。导致我国大豆产业不安全的主要原因，一是需求激增，二是管理制度缺失。为了实现我国大豆产业安全，必须确定生存、调整、发展等三个层次目标，并要提高大豆产业组织化程度，制定大豆补贴政策，扶持国产大豆加工企业，约束外资行为，控制大豆进口规模，充分发挥优势开拓海外市场。

Countermeasures and Analysis Made on the Security of Soybean Industry in China

The seLf-sufficient rate of Chinese soybean is lower than 40%, and it has the tendency to continue dropping. The price fluctuation of soybean is fierce; therefore the security of the farmers＇ income and the soybean enterprise＇ profit are threatened seriously by the impacting of imported soybean. The reasons of Chinese soybean industry facing insecurity come from the rapid demand of increase and the lack of management system. In order to realize Chinese soybean industry security, it is necessary to establish the three goals including survival, adjustment, development, and to raise organizational level of Chinese soybean industry, to formulate the subsidy policy, to support native processing enterprise, to restrain foreign capital, to control import soybean, and to open up foreign markets.
