构建惩防腐败的智力支持系统——高等学校廉政教育、科研基地建设及其优先发展取向

建立健全惩治和预防腐败体系，必须高度重视高等学校惩防腐败智力支持系统的构建。要适应我国改革发展关键阶段新形势新任务的迫切需要，大力推进高等学校廉政教育、科研基地建设；优先建设高水平的反腐倡廉信息库是办高水平高等学校廉政教育、科研基地的基础性战略性任务；当前高等学校廉政教育、科研基地建设高水平反腐倡廉信息库应当注意两个问题：要明确信息库建设的十二项主要内容以及推进信息库建设的“十个应当”。

Constructing an intelligent system to guard against and punish corruption

To establish a system for punishment and prevention of corruption,we have to emphasize the construction of an intelligent system to punish and guard against corruption.In addition,we have to put more efforts in clean government education and construction of science research bases in institutes of higher learning so as to meet the requirements in the new period of reform and development in our country.Priority should be given to advanced information base for anti-corruption,which should be regarded as a strategic task in our anti-corruption education in our universities.And in this task,two problems are noteworthy.One is that we must keep well informed of the twelve items of the above mentioned information base and of the ten requirements in developing such information base.
