农民政治参与的滞后与创新——制度变迁理论中路径依赖的视角

从制度变迁理论中路径依赖的视角来看我国农民的政治参与，会发现其变迁缓慢，缺乏制度创新。政治的发展是个多方互动博弈的过程。在政治参与过程中，中央与地方基层政府之间以及基层政府与农民之间都存在拉锯式的博弈。没有农民的政治参与，就不会有整个国家的政治发展。建设社会主义和谐社会的重要举措就是突破路径依赖，进行创新，激发农民的政治活力。

The Lag and Innovation in Peasant Political Participation from the Perspective of Path Dependence in Institutional Innovation

Looking at the problem of peasant political participation in our country from the perspective of path dependence, we can find that it changes slowly and lacks institutional innovation. The development of politics is an interactive gaming process of various parties. In the process of political participation, gaming exists between central and local governments and between grass-roots level government and peasants. The whole nation＇s politics will not develop without peasant political participation. One important measure to build socialist harmonious society is to break through the path dependence, carry on innovation, and arouse the political enthusiasm of peasants.
