摘    要:“一轴两翼”型战略是适应中国一东盟自由贸易区亚洲区域经济进程发展要求的产物。其现实意义是:使广西从思想上实现了从连接中国一东盟自由贸易区桥梁的象征性地位向实质性地位理念的转变,从更高的角度、更宽的范围、更深远的层次确立了广西未来对外开放的战略决策。即:东引、西联、北靠的中主轴线合作发展战略。其中西联是指构成南宁一新加坡经济走廊南下战略右翼的湄公河次经济区。值得注意的是,尽管“一轴两翼”型战略的总体构想已经形成并且具有良好的期望前景。但是,要将其真正付诸于实际,还需要一定的条件,还有大量的工作需要做。就“一轴两翼”型战略的右翼—湄公河次经济区的建设而言,广西在湄公河次经济区发展中的作用及未来经济发展的取向上的主要对策是:一是充分认识湄公河次经济区的重要意义;二是必须树立正确的通道经济观;三是必须坚持大协作的精神;四是必须坚持优先发展沿海港口城市经济型建设的道路;五是必须将外向型经济作为拉动内向型经济的一个重要支点;六是必须重视互动性,充分调动有关国家和国内相关各方的积极性;七是对原有中长期发展规划进行必要的调整与修改;八是使用好中国一东盟博览会这个平台,积极推进与加快物流业的发展。

Abstract:“One axis with two wings” strategy is Guangxi’s compatible choice on the development of China-ASEAN Free Trade Area. The main strategy, with its purpose of connecting east, west and north regions, has two realistic significance. First , it brings the bridge status of Guangxi in China-ASEAN Free Trade Area from symbol into reality. Second, it establishes G- uangxi’s futural opening strategy from a hiher angle, on a broader scope and at a deeper level. Although the strategy has a good prospect, putting the idea of “one axis with two wings” strategy into practice still needs certain conditions and there is a lot of work to do. As the right wing of the strategy, Guangxi should put the undermentioned strategies into practice to join the advancement of Mekong River economic sub-region: 1. fully realizing the significance of the development of Mekong River economic sub-region. 2. establishing the correct concept of routeway economy. 3. insisting on the cooperation spirit. 4. devel- oping the coastal port city preferentially. 5. promoting the domestically-oriented economy with the export-oriented economy. 6. fully arousing the initiative of relevant countries and domestic participants. 7. adjusting and modifying the original medium and long-term development plan. 8. utilizing the platform of China-ASEAN to promote and speed up the development of transport enterprises.
