试论政府利用市场提供公共物品的理论基础

公共物品供给不足已经成为制约一个地区经济增长的重要因素,政府独家提供公共物品的传统体制是导致这种困境出现的制度性原因。20世纪70年代西方发达国家利用市场机制提供公共物品为解决这个困境提供了可以借鉴的思路,其原因是由于公共物品的公共性会随着经济发展水平以及技术条件等因素的改变而发生变化,而当公共物品具有某些私人物品的性质时,市场就可以有效提供。政府利用市场提供公共物品的理论基础是公共物品提供的经济发展观。

On the Theoretical Foundation of the Government Provision of Public Goods through Markets

The shortage of public goods has become the main fact that restricts the economic development.The reason lies in the traditional provi sion system of public goods.The developed countries,which supply public goods th rough markets in 1970s,have provided some useful experiments for us.The reason w hy the govemments can use this method to provide public goods is that the charac teristics of public goods vary with the changes of economic development as well as the technology condition.The theoretical foundation of the provision of publi c goods through markets is the theory of economic developmen t of public goods.
