中西部农村公共产品的供求研究——以湖南和云南为代表的农户调查分析

论文在以湖南和云南两省为代表的中西部地区10多个乡镇、100多户农户作了专项问卷调查,并结合实地走访进行有关农村公共产品供求研究.结果表明,中西部农村乡镇公共产品供求严重失衡,尤其是"软"公共产品供求矛盾更为突出.导致这种结果的主要原因是:中西部地区经济落后,乡镇政府财力有限;行政体制滞后;在公共产品供给方面缺乏有效的供求沟通和决策机制;缺乏市场供给公共产品的条件,等.

A Study of the Supply and Demand on the Public Products for the Rural Areas in the Midwest China--Analysis of the China's farming households with Hunan and Yunan as representatives

Based on the special purposed questionaire research on the more than 100 rural households in more than 10 villages and towns in the Midwest area of China with the provinces of Hunan and Yunan as representatives,this article studies the supply and demand on the public products in the rural areas through combination of personal interviews.The results show that there is a serious imbalance between the supply and demand of the public products in the villages and towns of the Midwest areas,esp.the "soft" public products.There are many reasons for this phenomenon: the limited financial capacity of the township government due to the backward economic situations in the Midwest;the less developed administration system;the inefficient policy making mechanism and ineffective communication system in supply and demand on public products;the lack of conditions for the market to supply public products,etc.
