| 摘 要： | 任何一个政党执政,都有自己的执此方略。中国共产党以以人为本基础上的全面协调可持续发展为自己执政的根本方略,以依法治国和以德治国为自己执政的基本方略,并把构建社会主义和谐社会作为自己实施执政方略的根本目标。
