| 摘 要： | 1939年在内忧外患中,国民政府颁布《县各级组织纲要》,由此确立了新的县政体制,即当时学人所大肆宣扬的新县制。新县制中,国民政府浓装艳抹县及县以下各级民意机关,把基层民意机关称之为“有相当职权”的组织部门。历经十年,国民政府在全国3/5的省份建立了由下而上的基层民意机
