环境规制对中国制造业技术创新的影响研究

摘    要:利用2006—2011年中国制造业面板数据研究环境规制对制造业技术创新的影响。结果表明:从制造业整体看,环境规制对制造业技术创新的影响作用不显著;但进一步分行业来看,环境规制对制造业技术创新的影响存在行业异质性;环境规制有利于污染密集型行业技术创新,但对清洁生产型行业技术创新的促进作用不显著。因此,政府应根据各行业的实际情况制定不同形式的环境规制政策,以提高中国制造业的技术创新能力。

Abstract:Based on the panel data of Chinese manufacturing industry from 2006 to 2011, the paper studies the effect of environmental regulation on manufacturing technological innovation. The results show that from the perspective of holistic manufacturing sectors, the effect of environmental regulation on manufacturing technological innovation is not significant. But from the perspective of industry, the effect of environmental regulation on manufacturing technological innovation has industrial heterogeneity. Environmental regulation is conducive to technological innovation in pollution intensive industries, but the effect of environmental regulation on technological innovation is not significant in clean production industries. Therefore, according to the actual situation of each industry, the government should make different kinds of environmental regulation policies in order to improve the technological innovation capability of Chinese manufacturing industry.
