| 摘 要： | 大气污染联防联治是推进大气污染有效治理、改善区域空气质量的有效途径。立足于大气污染治理的区域公共产品属性，以长三角区域为例，构建区域大气污染协同治理系统，并提出多元主体间协同是基础、主体间动力驱动是关键、合作机制创新完善是根本、外部环境优化是保障的系统运行路径。

| Abstract: | Joint prevention and control of atmospheric pollution is an effective approach to facilitating effective control of atmospheric pollution and improving regional air quality. Based on regional public product attribute of atmospheric pollution control, the paper takes the Yangtze River Delta for example to establish an cross-regional atmospheric pollution collaborative governance system and proposes a number of system operation principles: regarding diverse control entities as foundation, regarding motivation of control entities as the key factor, regarding collaborative mechanism innovation and improvement as the root and regarding external environment optimization as the guaranteer. |
