社会治理创新与社会信用体系建设

在当前积极推进社会建设与社会治理创新的背景下，社会信用体系的建设构成了其中非常重要的一个环节。当前的社会信用体系问题，很大程度上是地方保护主义及部门保护主义的体制性问题。对此，一方面需要完善政府主导的个人及企业信用信息库建设工作，强化各级政府及司法部门的监管职责及法律惩戒；另一方面则需大力发展各类行业协会及商会组织，特别是对于民营企业尤其是中小型民营企业的信用管理，必须要借助于地方性的行业协会及商会组织治理，与国家及市场有所区别而又良性衔接的社会性行业治理是未来社会信用体系建设的中心要旨之所在。

The present issue of social credit system is essentially institutional problem of local protectionism and department protectionism. On the one hand, the information bank of personal credit and enterprise credit should be completed, which may strengthen regulatory responsibilities and legal punishment of the government or the legal department. On the other hand, the nationwide and local guild and chamber of commerce should be energetically developed to improve the credit governance of private enterprise especially for medium-and-miniature private enterprise. The social guild governance is not the same but is relevant with the state and the market, which is the nucleus of the future social credit system.
