公共财政视角下河南社会救助体系的完善

近年河南社会救助的款物逐年增长,直接拨付资金比例也呈上升趋势,省级财政的转移资金有效弥补了市县财政支付能力的不足.但社会救助中仍存在诸如覆盖面窄且城乡差别大、法规不完善且立法层次低、市县财政筹资渠道单一且利用效率低以及救助决策不够科学等问题,应优化制度设计、扩大资金规模、拓宽筹资渠道、实施有效监督,以完善社会救助体系,促进河南经济发展和社会和谐.

The Improvement of Social Assistance System in Henan from the Perspective of Public Finance

In recent years, Henan social assistance funds and materials increased year by year, and the transferred funds of provincial public finance effectively compensate for the municipal and county-level inadequacy of financial payment. But there are still some problems such as narrow coverage, a large difference between urban and rural areas, imperfect laws and regulations, low-level of legislation, inefficient financing channels, and inadequate aid-decisions. It is suggested that the social assistance system should be perfected by means of optimized design of the system, expansion of funds and financing channels, and implement of effective supervision, to promote economic develooment and social harmony in Henan Province.
