电信普遍服务的实施模式与效益体现

电信普遍服务源自美国。经过近百年的发展,电信普遍服务业已成为世界大多数国家的共识。电信普遍服务的实施模式包括从理论上探讨其定义、特征、对象、内容、分类,确立其基本目标、原则,从实践上确立电信普遍服务的成本、资金与计算方法以及补偿机制。电信普遍服务的经济效益主要体现在三个方面:一是电信普遍服务的网络外部性效应,二是电信普遍服务能大大降低市场运行中交易成本,三是电信普遍服务能降低社会成本。电信普遍服务的社会效益体现为:保障公民平等享有电信的权利、提供社会联系工具、对特殊人群予以关怀、对国民财富进行再分配、缩小贫富差距。

Study on Some Problems of Telecommunications Universal Service

Telecommunications universal service derived from America.Through nearly 100 years development,telecommunications universal service industry has been recognized by most of countries in the world.Some problems of telecommunications universal service such as definition,feature,object,content,classification,goal,principle,cost,compensation and benefit were summarized in this paper.The economic benefit of telecommunication universal service showed in the following three aspects: one is it has the outside effect of network;two is it can decrease the dealing cost in the market;three is it can decrease social cost.The social benefit of telecommunication universal service showed that: it can assure people to share the equal telecommunication right;provide social connective tool;give warm to special people;redistribute national fortune and shorten the gap of rich and poor.
