发票是我国社会经济生活中不可或缺的一种原始凭证.在信息化高速发展的今天,建立国家经济交易信息库,变发票使用为采集并应用经济交易信息,既彻底解决发票管理难题,又可随时掌握全国每天所有的经济交易信息,增强宏观经济调控能力,还不额外增加各方面负担,是一种比较巧妙而可行的构想。

The Conception of Establishing National Economic Transaction Database

Invoice is an indispensable document in our social and eeonomie life. Because its payable, receivable, and tax deduc- tion function, the illegal and criminal invoicing activities have never ceased. These activities include production and sale of coun- terfeit invoice, false or concealed claiming, tax evasion, etc. The phenomenon is getting worse recently. Chinese government has never stopped fighting against the criminals. The invoice administrative departments always have to face the hot issue of ＂How to completely remove the illegal activities from invoice system and how to maintain economic stability＂. Today, with the high devel- opment of information industry, we are looking for new solutions to these problems. To establish national economic transaction da- tabase is considered as a smart and feasible conception. Instead of traditional invoice usage, it collects and makes use of econom- ic transaction information. It not only thoroughly solves problems in invoice administration, but also provides administrators with updated national economic transaction information and strengthens their ability of macro - economic regulation and control. More- over, this new database has no additional burden on any other aspect.
