基于地区数据的四川省普惠金融发展测度

金融是现代经济的核心，发展普惠金融对于全面建成小康社会意义重大，四川省为此推出了普惠金融发展规划（2016—2020年）。在此背景下，测度四川省普惠金融发展水平成为一个亟待解决的重要问题。从金融服务的可得性、使用度、深化度、互联网金融四个维度构建普惠金融发展测度指标体系，并用变异系数法进行赋权，计算得出四川省各地市的普惠金融指数。研究发现：虽然四川省各地市普惠金融指数呈现出整体上升趋势，但是各地市普惠金融发展水平很不平衡。在四川省普惠金融发展过程中，可以通过差异化普惠金融政策、加强数字普惠金融建设、营造普惠金融文化环境等措施，积极缩小各地市的差距，推进各地区普惠金融平衡发展。

Measurement of the Development of Inclusive Financing in Sichuan Province Based on Regional Data

Finance is the core of modern economy， and inclusive finance is important for building a moderately prosperous society. Sichuan province issued Plan for Advancing the Development of Inclusive Finance (2016-2020). Thus， measuring the development of inclusive finance of Sichuan province has become an urgent issue. This paper builds an inclusive finance development measuring system based on the availability， application depth and digitlization of financial services. The system mainly uses coefficient of variation method to measure inclusive financial index of different regions in Sichuan province. The results show that the overall level of inclusive finance in Sichuan province is growing but with uneven development. The paper suggests narrowing the gaps among cities and prefectures and helping even development of inclusive finance within Sichuan province through carrying out differentiated policies，strengthening the construction of digital inclusive finance and creating an inclusive finance-friendly environment.
