治理理论的兴起拓展了国家与市民社会关系的分析架构 ,它超越了自由主义与国家主义的传统对立 ,凸显了国家与市民社会之间实现正和博弈关系的可欲性和可行性 ,它是一种新型的国家与市民社会关系范式。但治理也存在失范和失效现象 ,治理研究亟待深入。

Administration: Reconsideration of the Theory of Relation between a Country and its Citizen Society

The rising of administrative theory has extended the analytical structure of relation between a country and its citizen society. It goes beyond the traditional confrontation between liberalism and statism and noticeably shows willingness and feasibility of realizing positive-sum game relation between a country and its citizen. It is a new example and mode of the relation between a country and its citizen society. However, administration also has the time of losing its effectiveness and failing in setting up as an example. Deep research on administration is in urgent need.
