| 摘 要： | 与自然科学和工程技术不同,决策属于“软科学”,它既是一门科学,又是一门艺术。由于决策对象、决策环境、决策目标、约束条件、决策风险、决策手段、方案设计、方案筛选、决策实施、结果评价等方面都是软的,因而决策具有科学和艺术的两面性。正确的决策应当是科学性和艺术性的完美统一。

| Abstract: | Different from natural sciences, technology and engineering, decision making is a kind of “soft science” which is both science and art. In the theoretical frame of decision-making science, this paper first compares the scientific and artistic nature of decision making. Then the causes of dual character of decision making are analyzed deeply. According to this, the paper points out that correct decision making should be a perfect unity of its scientific and artistic nature. Thereby, the paper provides a theoretical guidance for decision makers to use scientific methods and artistic skills correctly. |
