养老机构的职能再造:基于社会养老服务体系协调发展的思考

养老机构是社会养老服务体系的重要组成部分。通过梳理相关政府文件和考察社会养老服务体系建设实践发现,长期以来对养老机构的职能作用过于强调其补充地位,以致机构在发展中存在定位不清、结构不合理、入住人员福利反向导向等问题,在社会养老体系中难以发挥应有作用。据此认为,应根据社会现代化的发展要求,清晰定位并再造机构职能,使机构养老服务在承担集中供养及照护服务的同时,对居家养老提供示范和支持,实现机构与家庭、社区的互联互通,从而促进社会养老服务体系的科学发展。

Reengineering of Institutions for Seniors:On the Harmonious Development of Old-age Social Service System

Institutional service for seniors is an important part of the social service system.By reviewing the relevant government documents and analyzing the development and maintenance of the institutional service,the paper found that in the long past too much emphasis have been put on its supplementary function,which caused such problems as unclear orientation,unreasonable structure,and a reverse direction of the residents’ welfare,so it is hard for the institutions to play the proper role in the old-age social service system.The paper hence insists that the orientation be clearly set up,and reengineering of the function be based on the demand of the modern society.In this way the institutions service can not only provide care in elderly people’s homes,but also provide references and support for family-based service,so that the institution,family and community can be interconnected,and scientific development of old-age social service system can be boosted.
