新型民族关系的良性运行及其官方控制策略——以改革开放以来的西部为视域

平等、团结、互助、和谐,是我国新型民族关系的基本现状,也是它发展的应然状态。改革开放以来,新型民族关系运行正常,但其中也存在一些问题,如民族平等不够全面,民族团结不够紧密,民族互助不够充分,民族和谐不够真实,这些问题既有自然成因,也受社会经济环境所累,更是相关的制度性障碍所致。这些问题的存在,不利于新型民族关系的良性运行,国家必须运用官方控制方式着力解决。民族平等问题,宜采取民族分殊策略;民族团结问题,宜采取民族共生策略;民族互助问题,宜采取民族均衡策略;民族和谐问题,宜采取民族整合策略。

On the Positive Operation of New-type National Relationship and Its Government Management Strategies

Equality,unity,mutual aid and harmony are the fundamental actuality and the expected state of China's new national relationship.Since the reform and opening,the operation of new-type national relation is working harmoniously.However,there remain some problems,the manifestations of which are that national equality is not maintained in an all-round way,national unity is not tight enough,mutual aids are not sufficient,and the national harmony is not actualized in its full sense.These problems have their causes of formation,but they are also affected by social and economic conditions,and even more caused by the defectiveness of some related policies.These issues hampered the positive operation of new national relation,so the government must take efforts to solve them. The strategy of treating different nationalities differently should be adopted with regards to the national equality, coexistence for national unity,tactics of balance for mutual aid,and integration for national harmony.
