贸易投资一体化条件下贸易保护问题新探

传统的贸易保护理论大都以不存在生产要素国际间流动为前提,主张对本国的幼稚产业或战略性产业进行保护。这已经不能适应当代贸易投资一体化发展的新趋势。在贸易投资一体化条件下,贸易保护政策应由单纯注重商品流动转向兼顾商品和要素流动;保护政策的手段应是投资政策与贸易政策的综合;保护的对象是国内产业或国内企业,而不是传统意义上的民族产业。

New Researches in Trade Protection under Investment and Trade Integration

Conventional trade protection theory is preconditioned by the immobility of productive factors between countries. It advocates protection of national infant and strategic industries , but it falls short of the new trend of contemporary investment and trade integration. Under the new conditions, the optimal trade protective policy should focus on the mobility of both goods and factors instead of goods alone. Protective measures should include the integration of an investment policy and a trade policy. The object of trade protection should be domestic industries or enterprises rather than national industries in their conventional sense.
