| 摘 要： | 战略规划是带有全局性的总体发展规划,制定一个科学的、切实可行的战略规划对于研究型大学的发展至关重要,它成功与否,关键在于两条:战略目标要体现特色,战略举措要抓住重点。另外,我国研究型大学的建设应走多样性、多层次发展的道路,在制定战略规划时要把提高学校办学质量和办学效益放在首位。

| Abstract: | As an overall plan for general development, a scientific and feasible strategic plan is vital to the development of a research oriented university. Two key factors work to that end; Strategic objectives embody uniqueness, and strategic measures reflect emphasis. Chinese research oriented universities should also be diversified and multilayered, and the quality of running a university and benefits from its operation must be given top priority when a strategic plan is being formulated. |
