我国利用外资政策目标的调整与政策设计

我国的利用外资政策经过20多年的发展,从总体上分析,利用外资弥补国内建设资金不足的政策目标已基本实现,但通过利用外资以引进国外先进技术的政策目标尚未达到。在我国已经加入WTO的背景下,利用外资的政策目标和政策体系必须作相应调整。当前和今后一个较长时期内,我国外资政策的总目标应设定为,以引进国外先进技术服务于国家中长期发展战略为中心,找到一组既能促进我国高新技术产业发展战略目标的实现,又不至于影响跨国公司在华投资积极性的政策组合。

Readjustment of the Policy Objectives of Foreign Capital Utilization in China and Policy Design

After the more than two decade development of the policy of foreign capital utilization, China has virtually realized the policy objectives of foreign capital utilization in compensation for inadequate domestic capital, but not the policy objectives of introducing advanced technology from abroad. Since China is in the WTO, the policy objectives and policy systems of foreign capital utilization must be readjusted. At present and in many years to come, the general objectives of the Chinese foreign capital policy should be to introduce advanced technology to serve the strategy of medium-range and long-term development and to realize the strategic objectives of Chinese hi-tech industries without affecting the initiative of multinational investment in China.
