| 摘 要： | 以人为本蕴涵着以人的需要满足为本、以人的和谐发展为本、以人的全面发展为本的重要思想,规定着社会发展的方向,是社会发展的目标,这一目标的实现需要经历长期的发展过程。以人为本既是目标,又是过程,最终在建设和发展中国特色社会主义的伟大实践中得到统一和实现。
