An Analysis of the Public Policies Concerning the Popularization of Higher Education in China

As a public policy,the popularization of China’s higher education was made in a special context and has its special connotation.It promotes higher education in scale,restructuring and systematic development.But there still exist some problems with regard to its decision-making mechanism,systematicness,and targets.An important way to perfect the policy would be to adopt theory and methodology of public administration and draw upon international experience in this regard.
