义务教育是公民受教育权利的重要组成部分 ,是由国家强制推行的教育。由于我国地域辽阔和经济发展的不平衡性 ,在实施义务教育阶段 ,学生在入学机会、受教育条件、受教育过程等方面存在着严重不平等现象 ,这不仅应该引起各级政府和教育行政部门的重视 ,还应采取切实可行的措施 ,防止出现更严重的教育不公平现象 ,确保适龄儿童、青少年平等受教育的权利 ,充分体现社会主义制度的优越性。
