| 摘 要： | 从政策工具的研究谱系看,欧洲大陆和结构--功能主义是其两个基本的传统,两者在视角、观点上存在很大的差异.而在这两种取向之下,大致存在四种研究政策工具的范式:工具主义、过程主义、权变主义和建构主义.这四种不同的范式,反映着对于政策工具研究的重点和其关注的要素之间存在的差异.
