论清代两淮海盐的缉私

清代两淮海盐的赋税是朝廷的大宗收入，在其生产、运输、销售的过程中，不可避免地面临着名目繁多的私盐的冲击。为售销淮盐、保证朝廷的课赋收入，清代统治者极其注重两淮海盐的缉私，为此建立了涵盖两淮海盐的产、供、销所有环节的完整管理体系，制定了相应完备的法律法规。但因自身的没落，其收效甚微。
