| 摘 要： | 中国古代舆情收集制度可以大致归纳为采诗观风制度、吏民上书制度、朝议制度和官员巡查制度。采诗观风是一种古老的舆情收集方法,目的是观风察政,通过它可以体察民情,了解民俗,人们也能比较自由地表达自己的想法;吏民上书言事也是执政者了解舆情的一个重要方式,其目的是劝谏统治者,具有多种形式;朝议也叫集议,朝议是官员们对政治的议论和对舆情的反映,因而是沟通皇帝与民众舆情的中介;官员巡查则是官方主动收集民间舆情的重要措施,每一种巡查方式都会根据需要探访的不同的舆情信息采取或"明察"或"暗访"的手段。在提倡"以人为本"的今天,对我国古代的舆情制度进行梳理,无疑是对于我国舆情基础理论研究的一个重要补充。

| Abstract: | The public sentiment collection system of ancient China includs collecting poetry,memorializing the emperor,discussing state policies in the royal court,and going on a tour of inspection etc.Collecting poetry was anage-old method whid cowld observe the sifuation of the peeple and folk-cutom.The poetry embodied the thoughts and feelays of the peole memerializing the emperor wao also an mportant way to collect the pubicc sentimeit nhich aimed at expostulating withe the governor.The officials disuussed politics in the noyal eowit and the emperor could kaow the information from the civilian.Grong on a tow of ins pection an inifiative nay by the government to collect the pubic sentiment both openly and seeretly.It's a necessary complement to the theoretical research of public sentiment in to day's people-oriented backgronnd. |
