清代顺天府与京畿司法审判体制研究

司法审判是清代各级地方政府的基本职能,各省督抚藩臬、道府、州县构成清代司法审判体制的基本网络。顺天府是清代特别行政区,旗民杂处,社会矛盾复杂,纠纷讼案频繁。在京畿治理的长期实践中,逐渐形成了包括顺天府、步军统领衙门、五城御史在内的京师治理体制,以及由顺天府、直隶总督构成的京畿州县行政、司法管理制度。作为特别行政区域,京畿地区的司法体制与地方司法体制迥异,在京畿司法实践中,统治者强化顺天府司法职能的同时,进一步加强顺天府与直隶总督、步军统领衙门、五城御史等衙门的相互协作、监督,以此维护京畿社会秩序。清代京畿司法审判体制具有多元性。
