摘    要:引咎辞职制度是现代民主宪政的一种制度安排,是我国公务员人事制度改革的重要内容,是加强党的执政能力建设以及社会主义道德建设的制度保障。它对于公务员正确履行职责,切实转变工作作风,起到了一定的积极作用;但是其中的问题和潜在的障碍也不容忽视。我国公务员引咎辞职制度面临诸多困境,挖掘造成困境的相关原因,提出完善该制度的破困之策。

Abstract:The system of taking the blame and resigning is an instituttonal arrangement in modern democratic constitutionalism. It is also part and parcel of Chinese reform in the personnel system of civil servants, a reform intended to strengthen the Party's ability of administration and consolidate the socialist moral construction. Although, to some degree, it plays a positive role in improving the performance and working style of civil servants, we cannot afford to neglect the problems and latent barrier in it. This article attempts to explore the causes of the problems and put forward some solutions.
