广东专业镇转型升级:机制与路径

2009年以来,广东专业镇在全省地区经济发展中的增长极作用没有因金融危机的影响而削弱,却有12个地市的专业镇占地区经济的比重均有不同程度的提高.60％的地市专业镇经济对本地经济贡献超过30％.专业镇对地区经济发展的带动作用非常显著,为2009年以来广东保持经济平稳较快的增长做出了贡献.广东专业镇为什么能够在国际金融危机的冲击下依然保持较快发展？答案在于广东专业镇正在进行的产业转型升级.在我国体制转轨和转变经济发展方式背景下,广东专业镇的转型升级发展有其特有的动力机制——市场机制与政府主导机制的协同和实现路径,即通过提高创新能力优化改造传统产业实现制造业环节上的垂直升级、提升和延伸产业链、发展战略性新兴产业而实现；参与到全球价值链(GVC)治理下的集群升级并借助于集体效率而共同发生作用；在金融危机背景下,当与GVC的联系减弱或断裂时,集体效率的加强发挥了更主要的作用.融入GVC对于广东不同形成机制的专业镇升级发展的作用各异,并可能使专业镇锁定在低端道路上.如何突破这种锁定是专业镇升级的关键.

The Mechanism and Rout for the Transition and Upgrading of the Specialized Towns in Guangdong Province

Why can Guangdong’s specialized towns remain in faster development under the affect from the world financial crisis? Based on our observation,the answer lies in the transforming and upgrading their industries,which is realized through raising the ability of independent innovation and optimization,upgrading the traditional industries,and developing strategic industries emerging.Some special mechanism and path for the specialized towns can be found through the observation too.
