云南县域经济发展的财政政策研究

当前云南县域经济发展中存在着经济基础薄弱,发展极不平衡;产业结构不合理,财源结构单一,负担沉重;体制和机制障碍突出,扶持力度不够;财政收支矛盾突出,债务负担过重,县域经济加快发展受限等问题。加快云南县域经济的发展,必须按照科学发展观的要求,创新思路,发挥财政职能,运用政策手段,加大资金投入,促进县域经济结构升级和增长方式转变,做大财政“蛋糕”,实现县域经济既好又快发展。从财政措施来看,一是进一步完善省以下的财政管理体制;二是加大资金支持力度,统筹城乡发展;三是多渠道筹集资金,促进县域经济结构调整;四是防范和化解县域债务风险。

A Research in the Financial Policy for the Economy Development on County Level in Yunnan

This paper presents the views on the position and role of the county economy in the overall economic development of the province and the problems impeding faster development of county economy. As has been identified by the author, the problems include instability and imbalance of development, improper structure of industry, lack of diversity of financial resources, obstacles in system and mechanism, insufficient support, difficulties in maintaining balance between fiscal revenue and expenditure, heavy debt and etc. Based on the situation of Yunnan and the research on the financial policies and interplay of economy and finance, the author suggests facilitating faster development of the county economy in Yunnan by means of financial policies,which includes, improving financial management system below provincial level, increasing financial support to the plan of the rural and urban development as a whole, diversifying the financial resources, guarding against and eliminating debt risks.
