再论清代东北的旗、民管理体制

清代东北管理体制是东北史研究的焦点之一.在半个多世纪的探讨中,产生了旗、民分治、合治,以及军府建置等众多观点.表面上看起来莫衷一是,实际上,并不存在200多年不变的制度.笔者认为,清代东北三将军辖区的管理体制各不相同,并不能一言以蔽之.简单地说,黑龙江将军辖区,以军府体制从始至终;在吉林将军辖区,雍正及乾隆初年,旗、民分治的体制乍现即逝,亦演变为军府体制;盛京将军辖区以旗、民分治为管理的根本原则.但即使是在盛京地区,也不排除旗、民地方政府之间的合作,并随着时间的推移日益扩大.
