关于建立中国特色社会主义文化安全机制的几点思考

党的十七届六中全会强调指出,"当今世界正处在大发展大变革大调整时期,文化在综合国力竞争中的地位和作用更加凸显,维护国家文化安全任务更加艰巨"。在"深化文化体制改革、推动社会主义文化大发展大繁荣"的同时,建立健全我国的文化安全机制刻不容缓。应从"强化内功"、"未雨绸缪"、"随机应变"、"法不容情"、"人才方阵"为切入点,建立健全创新、预警、决策、法制、人才五大文化安全机制。

Some thoughts on the culture security mechanisms of socialist with Chinese characteristics

In the sixth plenary session of the 17th central committee of CPC, it stressed that ＂the world today is in a greater readjustment period of development and change, and the function of culture is more prominent in the competition of overall national strength, the task of safeguarding national cultural security is harder.＂ In the way of deepening the reform of cultural mechanism, promoting the greater development and prosperity of socialist culture, to establish and perfect the mechanism of culture security is imperative. This paper points out the breakthrough points as ＂strengthening culture＇ s competitive power＂, ＂ taking a precaution measures towards the future＂, ＂the flexibility in dealing with changes＂, ＂making laws prohibiting personal feelings＂, ＂talent team＂ and so on. Based on these, the five culture security mechanisms of innovation, warning, decision-making, the legal system and talents can be established and perfected.
