| 摘 要： | 通过分析院（系）领导体制的现状与存在的问题，结合实际情况提出了院（系）领导体制设计的五个基本原则，并从坚持党政共同负责制、完善党政联系会议制度、提高院（系）的执行力、注重绩效考评、加强党风建设和保障机制的构建五个方面对院（系）领导体制和决策机制的完善进行了思考。
