| Abstract: | As a way to enforce the constitution, constitution procedure is the key which take the constitution into practical effect. It includes such issues as fair procedural principles, operational procedure of state power undertaking, constitutional supervision procedures and constitutional procedures. Among them, the procedure of constitutional supervision (the supervision procedure of unconstitutional issues or the procedure of constitutional interpretation) has almost the same significance as the constitution, with the result of avoiding nonprocedural dilemmas in the political disputes. |
