| 摘 要： | 建设社会主义新农村需要发展农村体育公共事业,但政府在农村体育管理职能上存在管理的双重角色和"片面效应"、公共体育产品供给的缺位、组织管理体制的不健全、职能垄断、法制建设与监督机制严重滞后等问题,因此,要转变政府管理职能、加强农村体育组织网络化建设、建立多元化筹资机制、建立制度性保障、加强体育法治建设与监督机制。
