| 摘 要： | 高度重视民生、重视“三农”问题是党的“十七大”报告的重要特点。解决农民工的民生问题是目前和谐社会建设的一个难点，通过认真贯彻党的“十七大”精神，从农民工民生问题的特殊性出发，以“特殊保护”措施实现农民工的“实质平等”和解决“学有所教、劳有所得、病有所医、老有所养、住有所居”的民生问题。

| Abstract: | This paper focuses on issues about the peasant laborers and migrant workers＇ unfair treatment and rights ,which are the difficult problems in the process of social protection of vulnerable groups. According to the spirit of 17th CPC National Congress, the paper puts forward some measures for the special protection of peasant laborers and migrant workers for the purpose of achieving the real equality and settling such issues as edu- cation, income, medicine, welfare, housing, etc. |
