我国民间非赢利性组织的功能定位及成长策略

在我国政府管理体制的转变中,民间非赢利性组织在当代公共事务中发挥着独特的功能,是帮助政府“减负”的第三条通道;但我国的民间非赢利性组织发展缓慢而滞后,其主要原因是:组织威信的缺失,民众参与者的缺位,政府支付政策的缺范;要推动其发展必须塑造清正的组织新形象,抓好组织的能力建设和组织资源的获取,唤起民众的参与热情,同时政府要为其创造良好的外部成长条件。
