摘    要:自改革开发以来,我国的国有企业为适应市场竞争的要求而采取了一系列的改革措施,在竞争中,国有企业的困难却日益严重。本文阐述了从长远的观点来看,国有企业只有通过制定合理的人力资源规划体系,才能确保在任何时候和任何地点都能获得愿意为企业服务的雇员,从而真正实现以人的发展带动企业的发展。

Abstract:Since the reform and opening to the outside world, our state - owned enterprises have taken many measures to fit in with the needs of the market competition. In competition, the state - owned enterprises found themselves in an increasingly woeful predicament. This paper sets forth the importance of human resources planning from a long - term point of view so as to ensure the availability of employees who can provide good service for enterprises, hence promoting the development of the state - owned enterprise with the development of man.
