| Abstract: | A working unit with large development scale and high development level should launch some grand innovative activities. The innovative goals can be reached not on the basis of a single factor but on a complex system project. The sustainable innovative development can be promoted only by the combined means of the optimization, integration and interaction of individual factors in the system. |
